... The jqv: custom rule error has been written about many times. You'll find almost certainly find that its because of an invalid regex.
I've experienced this error many times... Even if it works in the builder, I mean validates (with a green tick), Regex's can be very complicated. Therefore try to test your regex on a dummy form in your own dev environment to verify that it works first.
Also, I think that the regex namespace (handler), 'file' might already be used and therefore there may be some conflict.
