Second, I have a foreign key field that I want to be a drop-down, but I also want to be able to popup a box to add a new item for that table. Is that something that I can do inside the interface?

Fly, in the Pages Section is intent to display the results of an item... So... whne ever you have a form, you can have an option to show what ever info you add to the form...

For your second question, I do not think this is something that you are able to do with cook, I'm afraid you have to do this manually after you create your field
