How come I cannot build my project for Joomla 1.5. The documentation indicates that I should be able to up to June 1st, 2013.

Where did you read that?

I have to admit, I've never built a component in Cook for J1.5 so I can't speak to this with much certainty but as far as I am aware, the CMS choice in the builder which is default when creating a project should work in J1.5.
