For the purposes of sandbox mode, should SEF not be switched off? Can we have the option to turn this on or off? It appears to be enabled (though not with rewrite switched on)

Maybe this is a personal preference but I never enable SEF on a component until I make sure it is 100% working, the only time I debug with SEF on is when SEF is the thing I am actually debugging

Yes you are true, it is not necessary and for debug and for educative purpose it should be better of.
